According to the Tourism Development Department of the Tibet Autonomous Region, the fifth round of "Winter Tour in Tibet" marketing incentive (subsidy) and preferential policy will be implemented from January 1 to March 15, 2023. During this period, tourists will enjoy various discounts, and many scenic spots, including the Potala Palace, will be free to the public.

Except for temples, all scenic spots in the region will be free to visit. People who have aided Tibet in the fight against the COVID-19 epidemic will enjoy lifelong free admission policy at all scenic spots in Tibet.

A reward of 100,000 yuan ($14,364) will be awarded to local travel agencies that have received more than 800 tourists in group tours, and an additional reward of 50,000 yuan will be awarded for every additional 100 tourists. The cumulative reward amount for a single travel agency will be capped at 800,000 yuan.

In order to prevent unreasonably low prices and other violations of laws and regulations among travel agencies, the minimum cost for domestic tourists is set at 1,200 yuan per person (excluding major transportation expenses), the calculation is based on an average of 6-day stay in Tibet with a cost of no less than 200 yuan per person per day.

In addition, hotels rated three stars and above as well as international chains and boutique hotels will implement off-season prices; the passenger transportation price of transportation companies (including private enterprises) with legal tourism qualifications shall not be higher than 50 percent of the peak-season price; airlines shall implement off-season prices and reserve a certain number of seats for travel agencies in Tibet.
