11th CPPCC Tibet committee receives 1,951 proposals

The first session of the 12th Tibet Autonomous Region Committee of the Chinese People's Political Consultative Conference (CPPCC) opened in Lhasa, capital city of the autonomous region, on Jan 12.

Over the last five years, the 11th CPPCC Tibet committee received a total of 1,951 proposals, 1,862 of which were registered after assessment, accounting for 95.44 percent of the total. Of the registered proposals, issues or suggestions in 968 proposals were either solved or adopted, accounting for 51.99 percent of the total; 637 proposals were pending for solution or adoption, accounting for 34.21 percent, while 257 proposals were reserved for reference, accounting for 13.80 percent. By the end of 2022, all of the proposals were properly handled, achieving a satisfaction rate of over 98 percent among CPPCC members.

The 11th CPPCC Tibet committee has worked with other related organizations to conduct consultations, and many suggestions raised in the proposals have been adopted and translated into specific measures in promoting local social and economic development. The unique advantages and role of the CPPCC have been given full play in the whole-process people's democracy, which in turn played a part in promoting the lasting stability and high-quality development of the Tibet autonomous region.

Proposals received over the past five years range from high-quality development, infrastructure construction, rural vitalization, tourism and culture development, and ecological advancement, to the strategy of sci-tech innovation-driven development, sand control, border area development and ethnic unity. Of the proposals, 149 proposals related to maintaining stability in the autonomous region, accounting for 8 percent; 761 proposals, or 40.87 percent of the total registered proposals, were centered on promoting high quality development, optimizing investment structure and upgrading industrial structure, key projects and infrastructure construction, boosting culture and tourism, of which Tibet has unique advantages and special features, consolidating poverty elimination achievements and effectively connecting them with rural revitalization, adopting a sci-tech and innovation-driven development strategy, and solving the problems concerning people's livelihoods; 576 proposals, or 30.93 percent of the registered proposals, were about promoting ecological civilization construction, comprehensively promoting ecological protection and repair, realizing carbon emission peak and carbon neutrality goals, preventing pollution, afforestation, launching a tree planting campaign and preventing desertification in the basins of the six rivers in the autonomous region, establishing a mechanism for ecological compensation and garbage sorting; and 376 proposals, or 20.2 percent of the registered proposals, related to consolidating defense at the borders and creating opportunities for people in border areas to increase their income, coordinating social-economic development with national defense, constructing well-needed infrastructure facilities at borders, accelerating the pace of building beautiful cities/towns in border areas, and enhancing industrial development in border areas so as to build border areas into new economic growth engines, a national unity and advancement demonstration belt, and solidifying national defense in border areas.

The session of the 11th CPPCC Tibet committee in 2022 received a total of 373 proposals, of which 355 proposals were registered after assessment and have been properly handled. Among the registered proposals, 50 proposals were listed as priorities, where 13 proposals were handled under the supervision of nine leaders of the autonomous region government, 13 proposals were handled under the supervision of 12 leaders of the CPPCC Tibet committee, and 24 proposals were handled under the supervision of special committees under the CPPCC Tibet committee.
