The Tibet autonomous region's student financial aid policy system has been improved, with increased funding and enhanced financial aid management, laying a solid foundation for preventing students from dropping out of school due to family financial difficulties, according to a report released by the education department of the autonomous region. The Tibet autonomous region offered more than 4.5 billion yuan ($660.39 million) in education funding in 2022, assisting over 2 million teachers and students, the report noted.
In terms of funding for students receiving pre-school education, the region provided 797.11 million yuan to assist 286,491 students. Among them, more than 500 million yuan of subsidies were provided for children of farmers and herdsmen as well as children of urban families in financial difficulties, benefiting 131,677 students, while nearly 297 million yuan of free education funds were set aside for preschool education in farming and pastoral areas and cities, benefiting 154,814 students.
In terms of support for students receiving compulsory education, the region provided subsidies of 2.59 billion yuan to assist 1,424,664 students. Among them, nearly 2 billion yuan was used to cover all tuition, food, and boarding expenses for students from farmers' and herdsmen's families and assist those from families in urban areas with financial difficulties, delivering benefits to 462,202 students, around 148 million yuan was used as free education funds benefiting 503,726 students, and more than 456 million yuan (218.55 million yuan from national pilot project, and 237.86 million yuan from local pilot project) was used in nutrition improvement plans for students receiving compulsory education in agricultural and pastoral areas, benefiting 458,736 students.
In terms of financial aid for high school students, the region provided 433 million yuan to assist 144,348 students. More than 323.85 million yuan was allocated to cover all tuition, food, and boarding expenses for students from farmers' and herdsmen's families and assist those from families in urban areas with financial difficulties, benefiting 68,470 students, and free education funds of 109.38 million yuan were allocated to assist 75,878 students.
The region provided subsidies of over 238 million yuan for 59,324 secondary vocational education students. More than 139 million yuan of the subsidies was offered to students from farmers' and herdsmen's families and those from families in urban areas with financial difficulties, benefiting 29,414 students, nearly 99 million yuan was used as free education funds to assist 29,875 students, and 210,000 yuan as national scholarships awarded to 35 students. In terms of financial aid for special education students (including those studying at home with teachers at their doorstep and those studying in regular classes), the region allocated 80.76 million yuan of financial aid, benefiting 13,460 students. The fund for covering all tuition, food and boarding expenses was 43.47 million yuan, benefiting 7,245 students, and the free education fund was 37.29 million yuan, benefiting 6,215 students.
In regard to financial aid for students of higher education, over 403 million yuan was allocated as subsidies, and 79,076 students were assisted. Among them, 36.78 million yuan was delivered as the national scholarship for junior college and undergraduate students, the national endeavor scholarship, and the national grant (including that for retired soldiers) , where 19,495 students were awarded. Nearly 222.93 million yuan went to free education subsidies for students majoring in teaching, agriculture, animal husbandry, forestry, water, geology and mining, benefiting 32,353 students. Fund used to subsidize college students from registered poor households was 68.59 million yuan, benefiting 14,836 students. A total of 25.22 million yuan was used to compensate for college graduates’ tuition fees and help them pay national student loans, where 1,481 students were assisted, and 5.77 million yuan was issued as national student loans to support 701 students.
In addition, 6.33 million yuan from the central lottery public welfare funds was delivered to the region to support education assistance programs, benefiting 2,393 teachers and students. The Zihui Program was funded with 1.6 million yuan to support 1,942 students, and the Ligeng Program received 4.73 million yuan to support 451 teachers in distress.
