Tibet implements 710 investment attraction projects in the first half of the year

According to the Investment Attraction Bureau of the Development and Reform Commission of Tibet autonomous region, in the first half of this year, Tibet implemented a total of 710 investment attraction projects (469 ongoing projects and 241 new projects). The actual investments reached 29.17 billion yuan, a year-on-year increase of 29.77%, accomplishing 58.34% of the annual target. The fixed asset investments reached 15.44 billion yuan, providing employment to 8,077 residents and generating labor income of 72.26 million yuan.

Subsidies + Incentives + Policies

According to the spokesman of the Investment Attraction Bureau, this year, investment attraction policies in the capital city of Lhasa are highly favorable. In terms of tax policies, enterprises can enjoy a tax rate reduction of 15% under the Western Development Policy for corporate income tax. If they meet certain conditions such as physical production, employment, and revenue composition, the actual tax burden can be reduced to 12% or 9%. In terms of financial policies, an interest rate 2 percentage points lower than the national benchmark lending rate is implemented. Currently, the interest rate for one-year loans is as low as 1.85% and the interest rate for loans of five years or more is 2.65%. Leading agricultural and animal husbandry enterprises that meet the conditions can enjoy a preferential interest rate of 1.08% for discounted loans. In terms of industrial support policies, a dedicated government investment fund of 11 billion yuan has been established for characteristic industries such as tourism culture, clean energy, green building materials, and high-altitude biology. In terms of listing policies, "green channels" have been established for companies that go public or list on the New Third Board in Tibet. Companies listed on the main board and the New Third Board are eligible for financial rewards ranging from 1 to 5 million yuan.

Meanwhile, Lhasa has formulated the "Management Measures for Special Funds for Industrial Development," with a special support fund of 50 million yuan, which specifically supports the development of industrial enterprises, especially green industries. In addition, policies and incentive mechanisms such as the "Development Policies for Healthy Ecological Industry," "Recognition and Incentive Measures for Nighttime Economy Demonstration Zones," and "Support Measures for First Store Economic Development" have been introduced.

Culture + Tourism + Health + Green

Lhasa city has always relied on its rich ethnic traditional cultural and tourism resources. With the orientation of "characteristics, high-end, and quality," it has intensified the development of tourism resources, continuously promoted the integration of culture and tourism industries, as well as the development of ethnic cultural and creative industries. The infrastructure and supporting services for tourism and culture have been continuously improved. It is understood that during the "Thirteenth Five-Year Plan" period, Lhasa succeeded in declaring two national key cultural relic protection units, established 22 demonstration bases (parks) for cultural industries, and several cultural industry construction projects were selected for the Ministry of Culture's Tibetan Culture Industry Corridor. So far, Lhasa has 29 A-level scenic spots, launched the boutique route "Lhasa Northern Tour," received a total of 93.1 million tourists and achieved a total tourism revenue of 134.6 billion yuan during the "Thirteenth Five-Year Plan" period, which doubled compared to the "Twelfth Five-Year Plan" period.

The person in charge stated that as of now, Lhasa has built seven modern agricultural and animal husbandry industrial parks, with six national leading enterprises and nine national one-village-one-product demonstration towns, laying a solid foundation for the healthy development of Tibet. In terms of green industrial development, Lhasa adheres to the principle of "focusing on both development and environmental protection, advancing both scale and quality." The added value of industry has increased from 6.825 billion yuan in 2019 to 9.809 billion yuan in 2021, with an average annual growth rate of 15.9% (comparable prices). Large-scale enterprises have continued to grow. So far, Lhasa has 99 industrial enterprises above designated size, forming a progressive enterprise echelon, and in 2021, enterprises with an output value exceeding 5 billion yuan made their debut.

Furthermore, Lhasa City pioneered the "12345" Green Industry Promotion Method and initiated green pilot projects throughout the region, certifying 21 municipal-level green development pilot enterprises. They guided industrial green transformation, organized enterprises to apply for special funds for the development of small and medium-sized enterprises in the autonomous region, and obtained approval for 103 projects, accounting for 60% of the total in the region. At the same time, relying on the advantages of aid to Tibet, Lhasa City held promotion activities for Lhasa's high-quality water in Nanjing, Suzhou, and other cities, directly promoting the sale of 5,000 tons of natural drinking water.

Modern + Digital + Future

Lhasa city's land port-type national logistics hub was officially approved in November 2021. Taking this opportunity, Lhasa has strengthened logistics cooperation, improved the construction of the logistics distribution network supporting the three-hour economic circle of Lhasa, and established Lhasa West Station as the core logistics hub. The southern and northern areas of the land port-type national logistics hub, along with the railway logistics zone and the bonded logistics zone, will enhance the functions of the logistics hub. Currently, the logistics hub is operated by Tibet Leading Industrial Group Co., Ltd. in the form of a "1+9" enterprise alliance.

The development of the digital industry is closely related to all industries. During the "Thirteenth Five-Year Plan" period, the entire region implemented the "Broadband Tibet" strategy, significantly improving the level of network infrastructure in Lhasa, deepening the application of broadband networks, achieving 5G network coverage in key areas, actively promoting the green construction of data centers, and the Ningsuan Data Center was recognized as a green data center by the Ministry of Industry and Information Technology. Lhasa's digital governance and service capabilities have steadily improved, and the scale of the digital economy industry has continued to grow. At the 2022 Global Digital Economy Conference, the city signed 24 investment agreements with a total investment of 2.853 billion yuan. Among them are six digital industrialization projects with a total investment of 694 million yuan, and 18 industrial digitization projects with a total investment of 2.159 billion yuan, generating annual economic benefits of 2 billion yuan.

It will comprehensively undertake the following: consolidate and enhance the efficiency of industrial development, vigorously promote the development of the "Five Major Industries" of cultural tourism, healthy ecology, green industry, modern service industry, and digital economy, accelerate the construction of a modern industrial system with a strong industrial scale, clear market orientation, and competitiveness, and make industries a powerful engine supporting the high-quality development of Lhasa.
